ARTS COMMISSION
Established by Ordinance Number 1438 in 2005, the Arts Commission consists of nine members appointed by the Mayor. The majority voting membership of said Commission must reside within the City of Oak Harbor or work within the City. The Commission was established to promote and support public experiences of the visual arts and other artistic disciplines for the good of the citizens of Oak Harbor. .

BOARD OF TRUSTREES FOR THE VOLUNTEER FIREMAN'S RELIEF AND COMPENSATION FUND
OHMC 2.28: A firefighter board of trustees is created and established to administer this chapter in every municipal corporation maintaining a regularly organized fire department. A firefighter board of trustees shall consist of the mayor, city clerk or finance director and one councilmember of such municipality, the chief of the fire department, and one member of the fire department to be elected by the members of such fire department for a term of one year and annually thereafter. Where a municipality is governed by a board, the chair, one member of the board and the secretary or clerk thereof shall serve as members of the firefighter board of trustees in lieu of the mayor, clerk or finance director and councilmember.

CIVIL SERVICE COMMISSION

Established by Ordinance 632 in 1983, in compliance with State Law, the Civil Service Commission consists of three members appointed by the Mayor. Each member must be a resident of the City of Oak Harbor for at least three years preceding his/her appointment and must be electors of Island County.

COMMUNITY POLICE ADVISORY BOARD (CAB)

Established in 1991 by Ordinance 897, the Community Police Advisory Board consists of nine members, five of which are Oak Harbor Residents, two are owners or managers of businesses located within the City and one member is a high-school age resident. The purpose of the Board is to promote a close relationship between the Police Department and the community. Appointments are made by the Mayor subject to confirmation by the City Council.

LAW ENFORCEMENT OFFICER AND FIREFIGHTER DISABILITY BOARD (LEOFF 1)

Established pursuant to State Law, the LEOFF 1 Board consists of five members for a two year term. The purpose of the Board is to establish uniform methods for the administration of necessary medical service benefits to eligible active and retired Law Enforcement Officers and Firefighters.

LIBRARY BOARD

Established by Ordinance 1035 in 1996, the Library Board is composed of five members appointed by the Mayor with Council confirmation for a term of five years.  The duty of the Board is to provide advice and recommendations to the Mayor and City Council regarding general supervision and provision of library facilities and programs in accordance with the contract for library service with the Sno-Isle Library. In addition, the Board serves as liaison to the community to share community needs, provide a forum for discussion, recommend programs, services and strategic focus, and to encourage best use of library facilities and resources.

LODGING TAX ADVISORY COMMITTEE (LTAC)
Established by Resolution Number 97-15 in compliance with State Law, which states that a City with a population of 5,000 or more must establish a Lodging Tax Advisory Committee prior to imposing a Lodging Tax and submit any proposal to impose a Lodging Tax, increase the tax rate, remove a tax exemption, or change in the use of tax revenues, to the Advisory Committee for review and comment at least 45 days prior to taking action on the proposal.

MARINA ADVISORY COMMITTEE
The Marina Advisory Committee was established in 2008 for the purpose of advising the Mayor and City Council concerning matters affecting the marina and as requested, make recommendations for the marina master plan and marina improvement plan. Members are appointed by the Mayor, approved by the Council, and serve a 3 year term. The Marina Committee, established in 1973, preceded the Marina Advisory Committee.

Established in 1967 by Ordinance 237, the Park Board consists of five members who advise the Mayor and City Council regarding the expansion, development and operation of the city parks and recreation facilities and programs.

PERSONNEL APPEALS BOARD
Originally established in 1970 by Ordinance 278 as the Personnel Advisory Board, it was transitioned to the Personnel Appeals Board in 2010.  This Board consists of three members appointed by the Mayor and approved by the City Council.  The Board’s duties include hearing grievances, reviewing city personnel policies and conducting appeals of disciplinary matters by the Mayor.

PLANNING COMMISSION

Established in 1953 by Ordinance 78, the Planning Commission consists of seven members appointed by the Mayor and approved by the Council. The Commission has all of the powers and duties specified in Chapter 35A.63 RCW.

SALARY COMMISSION
In 2005, the City established an independent Salary Commission via Ordinance 1429 with authority to set the salary of the members of the council and of other elected City officials. Such action by the Commission supersedes any City Ordinances which relate to fixed salaries.
