What services are provided?

The City of Oak Harbor provides water, sewer, garbage and storm drain services.

How do I start a Utility Account?
By coming into City Hall and signing up for services. An application card needs to be completed and a $25.00 administration fee paid.
Can I sign up for service over the phone?
No, you need to come into our office to sign up for service and pay the $25.00 administrative fee.  The Utilities Clerk will provide an informational handout explaining the services provided.
Where do I pay my Utility Bill?

The payment can be placed in the "drop box" outside City Hall, pay in person in the Utilities office, or mailed. Credit card payments(VISA or Mastercard) can be made over the telephone by calling 360-279-4530 or through the website at www@oakharbor.org. Direct debit pay service is available. To sign up for direct debit -fill out form in the Utilities department and attach a canceled check.

 

What method of payment can I use to pay my Utility bill?

We accept cash, check, debit cards, credit cards (Visa and Mastercard), and "direct debit" payments. You can sign up for the "direct debit" payment option by filling out the enrollment form in the Utilities Department. Credit Card payments can be made in person or through the website www.oakharbor.org.

What if I did not receive my Utility Bill?
You may call the utility office (279-4530) and ask the status of your account.
Does the City have a low income rate for customers on Utilities?
Yes, you may come into the Utilities Department at City Hall to fill out the required application. 17% savings on water, sewer and garbage(on a 20-gallon size can).
Do I need to license my animals?
Yes, the City of Oak Harbor requires all dogs and cats to be licensed. If you live within city limits and or in some Naval housing areas you need to come into the Utilities Department to register your animals. If you live outside city limits, you can go into any of the veterinary offices in town to purchase your animal license.
What do I do if I have extra garbage?

If your trash will not fit inside your rollcart you will need to pre-purchase the blue, City of Oak Harbor extra garbage bags. They can be purchased at the Utilities department, Safeway and Saar's Marketplace.  Please place your filled "extra garbage" bag next to your rollcart on your regular collection day.

 

 

Is there a place to dispose of old refrigerators/mattresses?
Currently, the City of Harbor does not have a place to dispose of large items. However, the Coupeville dump can take items hauled to them. Please call for more information 678-3328.
How do I put information on Channel 10?

The Channel 10 applications can be picked up in the lobby of City Hall.  You fill out the application and leave it in the lobby and it will be input on Channel 10 each friday. Please allow at least 10 days before an event to provide information to us.

  • The event must be a special event or a change in a regularly scheduled event.
  • We cannot advertise business related commercials, religious or political propaganda.
  • Please print out message in the box on the calendar form (pick up at City Hall)or attach a flyer with your contact information.
  • Space is limited.  Please keep your announcements brief.
  • We reserve the right to change any announcement and/or wording prior to airing.
  • We cannot guarantee a message will appear on the Community Calendar.
  • Announcements are placed on the Community Calendar (Channel 10) on Friday.

Where do I register to vote?
The Utilities department has the voter's register form you can pickup and mail in. Or you can call the Auditor's office at 679-7366 for more information.
Office Hours
The City of Oak Harbor office hours are Monday - Friday from 8:00am-5:00pm.

Press Release-Stage 1 Voluntary Water Conservation

The City of Anacortes Water Treatment Plant has notified the City of Oak Harbor that the flow level of the Skagit River has fallen below the minimum requirement due to low rainfall and snow pack. As a result, the City of Anacortes is asking the City of Oak Harbor and Navel Air Station Whidbey Island to join with them to conserve water with a goal of a 10% reduction in water use during this time.
